Change the .jpg to .bmp file format using whatever graphics software you use, place in import/export of NR2K3, go to opponent manager, select car model (chevy, ford, etc).  Whalla.....car in game.  I know this is over simplified, but I hope it helps you get started.  Really easy once you get one done.
